Welcome to Vanguard Handheld Enforcement
Congratulations on receiving your Vanguard Handheld Enforcement package. You're now equipped with a complete toolset for efficiently managing parking enforcement in your lot. This all-in-one system is designed to help you quickly identify violations, issue notices, and keep your lot running smoothly.
Everything you need has already been set up for you. Your Google Pixel phone is pre-configured with the Vanguard Enforcement App, and your Zebra ZQ520 printer is ready to print tickets on the go.

IMPORTANT: Please charge both the phone and the printer daily to ensure optimal performance.
Instructions for Setup and Use
Phone Setup
Press and hold the power button on the right side of the Google Pixel phone until the screen lights up.
Unlock the phone and look for the Vanguard Enforcement App.
Tap the icon to start the application.
If you are on your lot, the app will automatically detect your location and display a message confirming your connection.
Tap Continue to proceed.
Printer Setup
Turn on the Zebra ZQ520 Printer by pressing the green power button.
The printer will pair automatically with the phone. If not, see "Connecting the Printer" below.
Enforcement Guide
After connecting to your lot and tapping Continue, the app will ask you to select an enforcement mode:
Mail Mode:
Scan plates.
Violations will be detected and automatically mailed by Vanguard.
Stop & Print Mode:
Scan plates.
If a violation is detected, you will be prompted to print a notice using the Zebra printer.
Place the notice on the vehicle’s windshield.
Scanning Plates
Go to the Scan tab in the app.
Point the phone’s camera at the vehicle’s license plate.
Align the plate within the green box and tap the shutter button.
The app will display the scanned plate and check for violations.
If recognized incorrectly, tap the plate number to edit manually. The app will recheck after editing.
If in Stop & Print mode and a violation is confirmed, you’ll be prompted to print.
In Mail Mode, close the scan result screen to continue scanning plates.
Managing Enforcement Activity
Viewing Your History
Navigate to the History tab to manage your scans:
Violators Tab:
Shows vehicles with confirmed violations.
You can edit or re-print notices from here.
Vanguard begins enforcement efforts for plates listed here.
All Scans Tab:
Displays every plate scanned.
Violations are highlighted with a red outline.
You may also edit or re-print from this screen.
Changing Modes
To switch between Mail Mode and Stop & Print Mode, tap the Mode button on the Scan screen.
Connecting the Printer (if Disconnected)
Your kit is pre-configured, but if the phone and printer lose connection:
Go into the App Settings and confirm in the Printer section that the phone is paired with the printer (tap on the printer name). If this does not work, please do the following:
Restart both the phone and the printer:
Hold the green power button on the printer for 3 seconds to turn off. Press it again to power on.
If the printer does not reconnect:
Go to Phone Settings > Connected Devices > Bluetooth Pairing on your Pixel.
Look for the printer (e.g., XXRBJ182602245). Tap it to connect.
If not visible, tap Pair New Device and wait for the printer to appear.
On the Zebra printer, tap the yellow checkmark when pairing instructions appear.
Tap Pair on your phone to complete the process.
If pairing fails, try again or contact Vanguard Support for assistance.

Printer Maintenance
The Zebra printer uses thermal paper and does not require ink.
Always charge the printer daily using the included cable.
To load a new paper roll:
Press the yellow button on top to open the lid.
Follow the printed instructions inside the printer to load paper correctly.

Installing Updates
From time to time your Handheld Enforcement device will require an update to maximize enforcement performance and improve system operations. When prompted to do so please follow these steps to update the mobile app:
Navigate to the Gmail app already set up on the phone.
Open the email with the latest update. Tap on the blue "Download the latest build" button
Tap Download again on the screen that opens.
Once the download complete's tap the "Update" button when prompted.
On the next screen Tap the blue "Open" button
You're app will now be up to date. Please scan and print to ensure everything is working as expected.
